The tool in his left hand is used for driving metal fence posts into the ground. I have no idea what is in his right hand, but it might be something for attaching barbed wire to those metal posts.

Barbed wire basically settled the Western United States because it kept livestock pinned up, and people became stationary out there. We used it a lot in the South for the same reason, but I'm not sure I've ever seen it in New England, though I'm sure it is used here too.
