The tool in his left hand is used for driving metal fence posts into the ground. I have no idea what is in his right hand, but it might be something for attaching barbed wire to those metal posts.

It is true that barbed wire is the basis of US agriculture. Remember that it was pre-invented by Louis Janin in France in 1865 https://en.wikipedia.org/wiki/Barbed_wire .
In Europe, we have preferred , since prehistory.
- Hedge https://en.wikipedia.org/wiki/Hedge , birds can nest there and small animals can hide there
- Dry stone walls ( 1 m ) https://en.wikipedia.org/wiki/Dry_stone , the lizards bask in the sun there and small succulents can grow there

Barbed wire basically settled the Western United States because it kept livestock pinned up, and people became stationary out there. We used it a lot in the South for the same reason, but I'm not sure I've ever seen it in New England, though I'm sure it is used here too.
